The engineering firm will provide the necessary training in landfill operations, and the higher rate of pay at a city job will be offset by a guarantee of 12-months-a-year employment, he said. “And he doesn’t have to get up at 4 a.m. every morning and drive three hours to a job site,” Mr. Joyce added.
The first phase of landfill development does not include an office. That component — estimated to cost about $30,000 — will come at a future point. Initially, the board is considering a small office trailer as a temporary substitute. “We should let the situation settle down a little bit, see exactly what kind of space we’re going to need, and then build the office,” said Mr. Estes, adding that a dog pound might possibly be constructed at the same time on the site. He also noted that a “good dump manager, someone who really knows what he’s doing, can pay his own way” with receipts from the sale of scrap metal and other recycled materials.
