Confirming that Browning Ferris Industries had bid $350,000 on an annual contract for hauling the county’s municipal waste to Richmond and disposing of the refuse at a private landfill there, Mr. Massie questioned whether this approach to the
trash problem might have been a better alternative for Rappahannock. “We’re looking at over $200,000 a year just in operating costs.”
Mr. Joyce recalled that his first assignment as consulting engineer had been to investigate alternatives to building a landfill in the county. No other jurisdiction was interested in a cooperative arrangement with Rappahannock, and a contract with BFI would have been subject to price increase or cancellation, he noted.
As a means of lowering the possible $800,000 “worst case” cost figure for 1988-89, the board authorized the engineer to shop around for used equipment.
“This first year, we’re going to take a licking. Maybe even for two or three years,” acknowledged the board’s chairman.
