The Council’s highest honor, the Silver Beaver Award, was bestowed on Mr. William “Yogi” Bear. Yogi is only the third Rappahannock recipient of this award, finding company with Judge Raynor Snead who received it in 1963, and the late Paul Nichols, former scoutmaster of Troop 36, who was a recipient in 1973.
