Foundation officials say they know what they need to fix the bay’s nutrient-pollution problem. The only question is whether members of Congress have the political will to help them enact the solution by appropriating more funding for conservation measures in the farm bill.

A new farm bill is written every five years. The hearings for this year’s bill are complete, and now the agriculture committees in Congress will put the final product together in the next few months.

“There are a lot of folks like us who are saying, ‘Wait a minute, let’s redo the bill this year so that it has a fundamentally different nature,’ “ said Doug Siglin, the foundation’s federal affairs director.

“We would get more of a public benefit if the bill were tilted more toward clean water, clean air and environmental services,” he said.
