Approximately $1 million will be available statewide from the Federal Law Enforcement Assistance Administration funneled through the Division of Juvenile Crime Prevention in Richmond, depending on the federal budget.
In-school suspension is considered to be an effective deterant to juvenile crime in that such programs keep youngsters in class and off the streets, Moore explained. Orange County has in-school suspension, also funded by a grant from DJCP and, has been the case in other areas with similar programs, school drop-out rate has significantly decreased, he said. Moore questioned the logic of punishing disruptive student behavior by suspending youngsters from school, describing suspension as a “reward” that is often sought by students. "If a kid skips school, how do you punish him? Do you suspend him and allow him to skip school for two weeks?” Moore asked.
