The building inspector will be required to make four inspections of new construction. The first, at the foundation stage when footings are poured, is early enough to catch any violations, such as failure to abide by setback regulations.
When construction is still in the ditch digging stage, h doesn’t work a significant hardship on the property owner to revise building plans so that they conform with county codes. Or the land owner can request a variance from the board of toning appeals without presenting them with a fait acompli—foundation dug, walls up and roof on. Then the board can evaluate the merits of the variance request without the undue pressure of knowing that a house must be torn down and rebuilt if the county’s ordinances are to be enforced.
Considering efficiency, it makes sense to have the building inspector check for compliance with the zoning ordinance regulations when he or she first visits a new construction site. After all, it’s the building inspector who must ensure that zoning ordinance requirements are met when a permit is issued. The inspector must either check for himself or take the zoning administrator’s word for it.
Combining the two jobs into one will mean having one office, one telephone, one secretary. In effect, it will put a combination zoning administrator building inspector in on the job three days a week instead of giving county residents a one-day-a-week administrator and a two-day-a-week inspector.
Finally combining the jobs will mean combining salaries. At current pay levels, this would give the building official/zoning administrator a salary of approximately $10,000. Offering that kind of money for a three or possible even four-day-a-week position, the county may attract a highly qualified applicant.
Common sense tells us it’s the right direction in which to move. We hope the supervisors will give consideration to combining the two positions between now and July when the inspector begins work.
