Earlier in the meeting, seventh grade science teacher Lynne Baines had asked the board to transfer adrfitinnol funds to this category. She noted that teachers have missed informative conferences that could provide long range benefits to the educational program here because money was not available to pay registration fees, travel and lodging.
All the money in the conference category has been spent, she said, but without having more teachers attend more conferences. “Instead, fewer have gone.” She said that in the past, the superintendent has transferred funds from other line items when the conference money ran out. Baines added that the superintendent no longer has this authority without prior school board approval.
Last year’s budget allotted S800 for conferences while $1,800 was actually spent, according to Bloomer. Extra funds were transferred from the line item covering teacher salaries. (Each year, the budget is based on all current teachers returning and moving up a step on the salary scale in the new term. In fact, however, experienced teachers have left the Rappahannock school system each year to be traditionally replaced with first year teachers at the bottom of the salary scale. This swap of experience for lower salaries has resulted in a built-in budget cushion which, considering the teacher turn-over rate which last year was almost 50 per cent, can amount to thousands of dollars.)
