“Each division has the option of testing or not testing special education students,” McDaniel said. “Most school divisions will exclude them in order to bring the results up...The only students excluded here were those not in attendance on the day the test was given,” he said.
Legally, said McDaniel, a division can elect to exclude students in educable and trainable mentally retarded classes (EMR and TMR). Students classified as learning disabled (LD) can be given more time to finish portions of the standardized tests or can take parts of the test orally, he said.
McDaniel noted that EMR and TMR students in Rappahannock schools have not been given either the ability or achievement tests in past years.
“This year, they were and in spite of that, our test scores are up,” concluded board member Charles Eldred.
