‘‘There’s nothing to prohibit the board from requiring counseling,’’ superintendent William Bloomer responded, adding that he’d checked with school board attorney Phillip Stone of Harrisonburg.

Payment for counseling is left up to the Mental Health Clinic, he continued. He noted that it’s the clinic’s policy to set charges based on the client’s ability to pay.

The board agreed to ask clinic director James McGarvey for an explanation of the counseling fees. In addition, board member Charles Eldred proposed that the board investigate paying a flat fee or no fee at all for counseling referrals from the schools.

The board also unanimously approved a project proposed by the RCHS science classes to refurbish the school’s front yard, recently damaged by vandals driving cars back and forth across the grass. Mrs. Massie volunteered the school board to pay for the necessary grass seed and commended the students for their interest.
