In defending his $1,000 transfer last year to teacher conferences, Bloomer maintained that the most appropriate place to spend money saved in teachers’ salaries is in other instructional categories in the budget. Without spending all the money budgeted in categories that fall under operation costs, Rappahannock could not meet minimum standards on per pupil expenditure set by the state in the Standards of Quality, according to the superintendent.
(Under operations, the school budget is divided into categories of administration, instruction regular day school, other instructional costs, attendance and health services, transportation services, school food services, operation of school plants, maintenance of school and adult education.
