—open construction bids July, 1984,
—award contacts October, 1984,
—begin construction November, 1984,
—complete construction November, 1985,
—start up system December, 1985.
“I have two concerns,” interjected Latham. Noting that this is a crucial time in the project, he said he would hate to have all the WSA members resign en mass. “That would create problems that could jeopardize the project.”
