section on "ceremonies and observances”, Nelson Lane remarked, “This might bo a nice time tq talk about saying the pledge of allegiance to the flag and going to court if necessary."
Lane was referring to the suspension of the pledge in light of recent controversies over separation of church and state. The pledge, which includes the phrase “one nation under God," has been interpreted by some as being religious.
The policy manual as proposed will specifically prohibit the setting aside of time for religious instruction.
Other portions were seyt back to the drawing board as being “procedures, not policy". For example the portions on gifted and talented students and special education go into detail on testing procedures to determine which students should be included and specific program goals.
These sections were too long, the board decided and likely to entangle future boards in particular procedures to be followed rather than general policy.
Homework
The board agreed on homework. Every student should have homework to do, according to the proposed section on instruction. “Homestudy can provide an essential communication link between the school and the home,” it reads. “One measure of a program of course is the quality of the work done at home by the student.”
The school board will have its own homework to do in reviewing the rest of the policy manual. Hoard chairman Beverly Massie said she “would like to see it put together over the Christmas holidays so it can be in the teachers’ hands by the first of the year.”
After the policy manual review, the board held an executive session to discuss personnel matters.
