Del. Richard M. Bagley of Hampton, chairman of the House of Delegates Appropriations Committee, says he is trying to head off a major in-house squabble when the General Assembly meets for its 1984 Session.
The legislature will convene on Jan. 11, just a few days more than two months from now. Since this will be an even-year "regular” session, it will last 60 days. The session’s principal task will be to enact the Executive Budget Bill for the 1984-86 biennium.
The budget for the two-year spending period is expected to be in the $15.5 billion range, up about $2 billion from the 1982-84 figure. At issue is the question of what role the two houses of the assembly should have in drafting the budget measure.
