Land use — "Impact on existing land uses should be minimal. The site should not be located near a village or residential area. If possible, destruction of prime farmland or timberland should be avoided, and visual impact should be minimized.’'
• Size — "The tract should be large enough *te allow for adequate buffers and long term use.” '
