If the soil types had been right on the Lee Farm (the earlier proposed site in Hampton District which passed the supervisors but failed the soils tests), the landfill would have already been there, and I would have been opposed to it,” countered Supervisor Miller. “It’s a matter of what’s available.”
At the close of Monday’s regular meeting, the board went into executive session with John McCarthy and Commonwealth’s Attorney Peter Luke for briefing by legal advisors and consultants on “a proposed agreement with a surrounding county regarding the disposal of solid waste.” No action was taken in the closed door session, according to Chairman Hubert Gilkey.
Reportedly, one or more neighboring jurisdictions may be willing to accept Rappahannock’s solid waste on a per-ton trade-off. That is, the jurisdiction would contract to dispose of this county’s trash while the landfill permitting process continues for a likely looting piece of land, but only if Rappahannock will take the same amount of that county’s trash in return after a dump is approved and operational here.
The county must find a stop-gap answer to its trash dilemma. According to regional landfill supervisor Robert Forman, issuance of a landfill permit may take upwards of eight months, with that process beginning only after a prospective site is officially recommended by the Board of Supervisors.
The permit for Rappahannock’s existing privately owned and operated landfill expires July!. So does the county’s contract with Community Trash which maintains the dumpster collection boxes and holds the permit jointly with site owner Clifton Clark.
That deadline is less than three months away.
