Outstanding Virginian Award recipients are proclaimed annually by a committee chaired by Thomas T. Byrd of Winchester. Other members include Frank Armstrong III of Winchester, Delegate Richard M. Bagley of Hampton, C. Courtney Carbaugh of Front Royal, J. Carlton .Clore of Culpeper, James W. Fletcher of Sperryville, H. Lindsay Gordon of Orange, Harry Graves and H. T. N. Graves of Luray, Mrs. Jinx Hazel of Fairfax, John Marlow of Front Royal, Mrs. Diana McGlothlin of Bristol, Congressman D. French Slaughter Jr. of Culpeper and Delegate Smith. Governor Baliles serves as honorary chairman.
