In 1789, the United States government began goveminng for the first time under the new Constitution. The first three words of the Preamble are the most important — “We, the people. . .” — as the Constitution is an instrument of the people. It was not a perfect document as the amendments added over the years attested, with the first addition being the Bill of Rights dedicated in 1791.
Starting four years ago, a booklet is given to each military recruit with a copy of the Constitution in it and time is taken during basic training to teach them the meaning of it and to know why they are in the military — as servants of the American people.
