Alter tne opening presentation, the first speaker to the commission was Dr. Jim Davis, president of Shenandoah University. Dr. Davis commented on the absence of any reference to education in the commission’s plan, adding, “The concept of education as an economic factor is often overlooked.”
Dr. Davis stated that high quality education is a bigger factor in bringing desired growth to a region than perhaps any other, adding, “The pressures for educational services in high growth areas are tremendous . . . and the response is as complex as any other public service provided.”
Clarke County Planning Director Chuck Johnson told the commission, “Don’t give us slick one page presentations,” and advised the commission members to come up with an “action plan” not a “policy plan.”
He added, “Don’t try and reinvent the wheel. Smooth off and round the edges on the existing one.” As an example, he pointed to existing state organizations on the preservation of open spaces which lack the funding to be effective entities.
Commenting on the dilemma of what weight varying levels of government should have in making policy, Warren County Administrator Ron George said, “As a representative of local government, I guess I feel that local government should have a lot of say . . . and in terms of technical assistance when you’re talking about plans or a goal document which deals with things that both governments could do or should do to provide for goals of the Com
