Attorney John Gleason, representing RLEP and PEC, said that the open space category is only for land in an agricultural or forestal district, land where the owner has entered into a contract with the county not to develop the land for a period of years or land with a scenic easement. He said open space should be kept as a category, at least for land in scenic easement. With a scenic easement donated in perpetuity, land bought for speculation would not qualify, he said.
