Mr. Dennis said land in open space is not “doing nothing,” but is helping to prevent erosion, protect groundwater, and provide a habitat for wildlife.
“In my opinion, it would be in the public interest — certainly the taxpayers’ interest — that certain lands in Rappahannock County be asked or expected not to produce a marketable crop: steep slopes, fragile soils, areas primarily of scenic value,” he said. “It is impossible to grow either cattle or oak trees on bare rock or extremely thin soil — but it might be possible to grow houses there.”
