One of the requirements of the loans is that the debt service be fully supported by the water rates. “We might have to raise the monthly water bill $1.50 to $1.60 mr month for the average customes^ Mayor Morehouse explained.
To further the project along all council members present voted td approve a resolution required by bond attorneys and the FHA. (Janice Moffett was absent from the meeting.)
The resolution awards the mai$ construction contract for the distrj*' bution system (pipes) to Rappawan Inc. of Front Royal and a construction contract to Key-Tech Inc. of Lynchburg to build the well and pump house.
The rest of the resolution consisted of legal boiler plate regarding the sale of bonds, all of which has been previously approved by thfc. town in one form or another.
“We have politicked hard in the past several months and the $97,000 is about in the bank,” Morehouse said.
In other action the council generally concurred with a recommendation by R. E. Moore, the resident engineer for the Virginia Department of Transportation.
Mr. Moore has suggested a number of changes to the intersection of Main and Middle streets at the middle of town. w
-• Install a stop sign on southbound Route 628 (the Fodderstack Road.) “This will require no parking on that side of the street from the area of the bookstore to the stop sign,” Moore wrote.
• Install curbing to reduce the radius at the southeast comer of the intersection (the parking lot for Trinity Church.) One council member wondered how large trucks would make the turn. Mr. Moore said in his letter that his office is considering another stop sign for nortty bound traffic on Main Street.
He also suggested that existing ' perpendicular parking at the post office and at the Inn be restricted.
