Time to get plan in place
“I support the plan in its current form," said Robert Dennis, executive director of the Piedmont Environmental Council. “I recognize there are deficiencies. You are always going to have deficiencies, but this has dragged on too long . . . The existing plan is way out of date . . . You can't get the 1987 Census of Agriculture figures from the federal government. The General Assembly has given new powers to the county, such as the proffer system. We’ll have to add that to the next plan . . . It would be good to get this on the books and then start improving it."
After recounting some of the history of planning in the county, Phil Irvin, former president of RLEP, said, “One thing I have noticed is the difficulty you gentlemen have had trying to coalesce the feelings of a lot of people with divergent opinions. I'm of the opinion that it's not necessary to Fairfax the entire world. Rappahannock can be, if necessary, an island of sanity in the midst of this.
"We should allow an opportunity,” Mr. Irwin continued, “for a youngster to stay in the county or someone who has reached old age to stay, but at what risk? You have put together a plan that represents the median opinion. I intend in the future to pull the plan in the direction I think it should go. Other people will pull in the opposite direction. You have done a good job of representing all our interests.”
Public comments noted
“We did conduct a phone survey. Some comments were good, some not so good. We got a cross section,” said Chairman Stokes, as he closed the public hearing and asked for comments by the commission members.
Stonewall-Hawthom District member Robert Anderson said the planners should “thank Phil Irwin, who has been here at every meeting.
Wakefield District representative Werner Krebser said, “I resent Col. Bingham’s comment on the work we have done, that a member of the Board of Supervisors didn’t bother to read the whole thing. . .”
“In the Amissville district you don’t even have the number of churches right,” Col. Bingham shot back.
