Five to ten percent of all patients at CMH are financially unable to pay for their care. Also, Medicare and some other insurers do not pay the entire cost of hospital services. Because of the lower payments from most health care insurers and the growing number of patients who cannot pay, there is a widening gap between charges and payments.

In 1988 the CMH Foundation committed its efforts to renewing the Annual Fund in orderto provide financial assistance for charity care and for current medical equipment.

While annual gifts are very important, they are not sufficient to secure the future of medical excellence at CMH. Culpeper Memorial also has a need for long-term financial security and stability. The Endowment Fund was founded
