Those co-conspirators who have cooperated with the government were under a variety of agreements. Leonard and Allison’s brother, Jerry Douglas Allison, both entered preindictment sealed pleas, and were most instrumental in cracking the case, according to Mr. Apperson. Jerry Allison’s reduction of sentence hearing is Friday.
Some others were given immunity in exchange for aid and testimony, and others pleaded guilty to conspiracy in hopes for a sentence reduction.
“Timing is everything,” said Mr. Apperson, explaining why Leonard was given such a substantial reduction. He and Jerry Allison made themselves useful to investigators early on and were forthright in their statements, he explained.
After the conclusion of Allison’s trial two weeks ago, high-ranking staff attorneys with the U.S. Attorney’s Office in Alexandria examined the testimony and cooperation of those who were eligible for a motion for reduction of sentence.
