Senior Special Agent Raymond A. Seal has been fighting insurance fraud since the inception of the Virginia State Police’s Insurance Fraud Program in 1999. In the last two years alone Seal has worked on over two hundred notifications, opening and closing more than twenty cases, which led to the arrest of a dozen people on insurance fraud related charges.
