lhe executive order also directs the Virginia Department of Mental Health, Mental Retardation and Substance Abuse Services to revise the form by which it petitions for involuntary care to reflect that both inpatient and outpatient involuntary care are to be reported to the Central Criminal Records Exchange.

The measure does not affect persons that voluntarily submit themselves to a mental health facility.

Carter noted that Virginia already has relatively strict firearm laws compared to other states, and said more stringent regulations may just direct unstable people to buy guns in other states, rather than the Commonwealth.

Currently, there are 22 states, including Virginia, that submit any mental health information to the federal database. Some 80,500 of the 165,800 reports submitted nationally on mentally ill people have been submitted by Virginia, according to State Police.
