At the very least, Eastham owes his fellow school board members, his constituents and the county in general an abject apology for his reprehensible behavior.

His characterization of the commonwealth's attorney’s opinion as “rinky-dink” cast aspersion on a man who serves as the county’s legal advisor and Rappahannock's chief law enforcement officer.

Eastham cast aspersion on the judgement of the county’s governing body by charging that the supervisors didn't know what they were doing when they specified in the zoning ordinance that public schools are to be allowed in an agricultural district only by special use permit.

Eastham claimed that he’d talked to all the board members who adopted that zoning ordinance in 1973 and none could remember why the requirement was included. The former member of that board whom we checked with did Remember: the model ordinance followed in drafting Rappahannock's land use law included that very same provision.

Eastham also cast aspersion on the integrity of the zoning administrator and a member of the planning commission by accusing them both of trying to control the public schools through zoning.
