The numbers of people in this area affected by the end ot the Title V program will be small, but for those 26 clients it may mean the difference between staying at home or going to a nursing home. And for the ten workers it means a critical loss of sustenance. The Title V budget to provide 12,480 hours of homemaker service a year to a yearly total of about 60 older persons is only $50,000 ($4.00-hour), Morgan reported.
When President Reagan eliminated the Title V program from his original budget proposal, there was a wave of Congressional reaction and the program was reinstated, noted Morgan. Now as a result of the appropriations veto, it has been eliminated once more, she added.
