lhe Rappahannock school system is blessed with excellent leadership at every level but the most demanding is that of principal. Minute to minute decisions about personalities, scheduling changes and facility breakdowns must be fitted in between plans for the next day, week and semester. The principal gets to know almost everybody and everybody turns to him/her. Normal span of control (over just four or five subordinate leaders) is difficult to achieve. And pushing people at this level is like pushing a piece of spaghetti, one has to get in front and pull it by setting the example.
Mike and Rave Tupper are leaders at this level. She is the principal of the elementary school and her husband the assistant principal of the high school. Ask anyone about them and all one hears is praise. Hang on to these two, they are invaluable.
Possibly less well known county wide is the high school principal, Joseph B. Perine, since he has been in the job just a year. He and his wife, Judy, parents of three boys , came to Rappahannock from Ithaca, N.Y. He was a high school principal there but his experience with youth goes back many years — and in remarkable ways.
After graduating from State University of New York, Mr. Perine taught English, Social Studies and Spanish for eight years at the same high school he attended as a student. His expertise in special education led him to the Uhiversity of Arizona. From this base he traveled widely, conducting seminars on law and the handicapped.
