His experience with problem youngsters brought him to Massachusetts, where he was the principal of two juvenile correctional facilities. After administrative duties in a technical school in Rhode Island, he became principal in Ithaca. He came to Rappahannock with 38 years experience, much of it with young people having special needs.
Joe Perine is a man with a mission and the mission is to improve the academic landscape. He is wholly in accord with joining the International Baccalaureate Program. Under his direction there is new emphasis on classics such as philosophy, Shakespeare and history and he is stressing preparation for modem living through his programs in physical fitness, environmental science and leadership. He will be bringing speakers from the community into the auditorium and classroom. The county has residents with a broad range of skills, expertise and experience.
The coming seminar in leadership is especially interesting. The course is designed for the student to investigate the qualities of leadership, the lives of acknowledged leaders who possessed them and to assess their own leadership potential.
There is a new atmosphere at the high school. Joe Perine and Mike Tupper make a'powerful and innovative team. They lead by example and go wherever needed. They can be found directing traffic and controlling youngsters when busses move and they step in and teach when necessary.
The quality and motivation of the teaching staff is excellent as well. Any visitor who has been in the school recently can attest to that. Direct teacher-student relationships are crucial and teachers deal with them many times each day. This is where learning, discipline and encouragement take place and minds are opened to quality living.
