Even if Webb maintains his lead, the race is not likely to be decided for some time. If the difference between the two candidates remains less than 1 percent, the losing candidate can ask for a recount.
The recount could be requested between Nov. 27, after the election results have been certified, and Dec. 7. A three-judge panel will guide the process.
The unofficial results showed Webb carrying Northern Virginia and other urban areas by a wide margin and Allen taking most rural areas by large margins.
