of a series of steps:
(1) Issue each and every Rappahannock household their own emergency service identification number to be posted by or on the phone. The digits comprising this number would clearly indicate to dispatchers the general location of the troubled household: the first digit could signify the magisterial district, the second digit could represent a subdistrict, the third digit a particular section, and the rest of the digits would represent the specific house location.
For example, all of us living in the Stonewall-Hawthome district would have a number starting with, let’s say, the digit “4,” then those in the Woodville sub-district would have a second digit of “3,” then all those living in the Rock Mills area would have a third digit of "5,” and finally, each house would have its own number (e.g. 435-101).
(2) Next, have the emergency dispatcher’s office post a large county map on a wall. This map would use the same numbering system, thus making it easy for emergency dispatchers to get a very close idea of where a particular house is located.
