He told the supervisors that he had already sent the plans to John Wells, an architectural Historian with the Division of Historic Landmarks. He said that Mr. Wells had received the plans but hadn't reviewed them.
"In discussing the matter 1 tried to make my position dear," Mr. McCarthy said. “1 feel that the jail chimneys tire not comparable to The Meadows chimneys. At The Meadows the chimneys make the building w hat it is. At the jail the exercise yard makes the building what it is,” he said.
He said in discussions members of the ARB had indicated they wanted to use the addition to "mitigate the effects of the exercise yard.” Mr. McCarthy said he would meet again with the ARB "whenever they have the opinions of their experts.
