Both Mr. Von Fange and Mr. Heddleston were quick to acknowledge that their approach probably wouldn’t work in most other communities. “In Rappahannock, most businesses are ‘Mom and Pop’ operations. They could be our brothers and sisters — they could be us.”
Video store owners, Mr. Heddleston said, “look on X-rated movies as a natural extension of their business,” another service to their customers. “They need to be re-educated; to be shown that they are more than a part of their business, that they could be damaging to the community."
But attacking, or scolding, or preaching at the owners, he added, is not the correct approach. “Nothing would bother me more than to consider the owners of these stores as common criminals. They are not.”
Mrs. Sickles, for example, toldthem that she stocked the movies after some of her customers made repeated requests for them. In the three years about 50 X-rated tapes were in the store, she said, there was never a single complaint about them. The store, she added, was real careful about who the adult movies were rented to.
Mr. Heddleston said one of their concerns, presented to Mrs. Sickles, was that some children were getting older teenagers and young adults to rent the movies for them, or at least were seeing the films in the company
