“It should be used for a government or non-profit organization," Mr. Massie suggested.
“There are a lot of non-profit organizations I’d hate to see move into town,” Col. Bingham said.
“Let’s see what the town wants,” Mr. Estes concluded.
The supervisors next took up the seemingly perennial issue of whether or not to use the services of a circuit planner. “I still see a need for it,” Col. Bingham said. “We have to map out in broad general terms what land is owned by out-of-county persons and what land is in land use, all overlayed on top of classifications of land and get a handle on what it is costing the county.”
He suggested that it would be “premature” to go along with Mr. McCarthy’s plans for doing an area study of the general commercial area “until we know what the total picture is in the county. ”
“My problem is one of the significance for this year’s budget problem,” Mr. McCarthy said. He noted that the county agriculture agent was mapping all of the bottom land in the county. “Any effort is very intensive and expensive. We should be tapping the resources we have, try to get contributions from the Piedmond Environmental Council and RLEP."
Mr. McCarthy said he would request that the County hire a zoning planner either in the fiscal budget for 1990-91 or for 1991-92. “I’m not confident on how a circuit planner would work,” he added.
Mr. Massie noted that a map is being made for Clarke County with pins put in when land is sold. “It would be a good use of the non-profits to make a map like that for Rappahannock County. I see it as more an informational process than a planning process," he added.
“I would rather see our own planner than a circuit planner,” Mr. Gilkey said.
