And as to what may be its biggest contribution, it may be true, as the Mayor asserts, that the Inn merely collects from its patrons the taxes the town has levied. And, thus it may be true that the money the town receives is not a “gift.” But neither the Inn nor its patrons receive from the Town of Washington much in the way of services.

The net effect, then, is a substantial increase in the Town’s revenues that is not directly associated with an increase in its expenditures. It' seems to me that the owners of the Inn can quite logically think that they are important contributors to the financial health of the Town of Washington.
