The Richmond Times-Dispatch and Richmond News-Leader, who generally set theTone for state conservative opinion, have taken to questioning Sen. Warner’s conservative credentials and whether he is really a Republican at heart. Then, too, some political analysts think that Sen. Warner has not established the kind of political organization that should serve as the foundation of his expected bid for reelection. He has few state operatives devoting themselves to the political considerations that would loom large in a tough senatorial campaign.
