During that four-day session, the Baliles plan sunk with barely a trace and the Governor, who had gotten everything he sought in the first three years of his tenure, was left hanging in the wind.
Yet the legislation finally enacted will grant relief to not only federal and military retirees but priyate pensioners as well; and still exempt from state taxation most of the pensions of state and local retirees.
And the collective political memory often being a fleeting thing, by next year most of the damage done to Gov. Baliles will have worn off. After all, he is the man who will sign the tax relief measure into law and can take credit for that even if it wasn’t his wish.
Except for a few recent glitches, Gov. Baliles will leave office as the most successful chief executive since Mills Godwin’s first term, and would be the Democratic Party’s most viable challenger to Sen. Warner.
