At the risk of heresy, I suggest that some consideration be given to shifting the election for governor and General Assembly to the evennumbered non-presidential election year. If we had that system now, We would sit out 1993, vote for statewide offices, U.S. Senate and Congress and House of Delegates and State Senate in 1994 and take another year off in 1995.
Of course, in 1996 we would vote for President, U.S. Senate, Congress and, horror of horrors, House of Delegates and therein lies the rub. The party that controls the House is not going to like the idea at all.
