Sen. McCarthy said the census determines how many electors a state has, but the states determine how the electors are elected. In Maine there are two Congressional districts. The winner of each district wins one elector and the statewide winner wins two more. Clinton won all four of Maine’s electoral votes, but Ross Perot came close to win* ning one. It is possible in Maine for three different candidates to win electors, Sen. McCarthy said.
He noted that in the 1960s there were bills in Congress to have all electors chosen on that basis, but those bills were unsuccessful. “The states have decided they have more identity and power with the winner take all system,” he said.
“It’s contrary to the whole trend of one person one vote.”
