Sen. McCarthy was first elected to the House of Representatives in 1948. “In 1948 there were real issues, civil rights, the Marshall Plan. The Congress was committed to the same things the President was,” he said.
But, more than that, Sen. McCarthy does not see the gridlock as the result of one party controling the White House while the other controls the Congress, as both the executive and legislative branches of government step all over each others’ Constitutional areas of responsibility. This was not so when Sen. McCarthy went to Congress.
