Heat oil in a large Dutch oven. ** Add beef, 11/2 cups chopped onion, ■' chopped green pepper, and 8 garlic * * cloves; cook over medium heat until beef is browned. Add beans and 1/4 - cup plus 2 tablespoons chili powder to beef mixture; cover and let simmer 1 hour.
Add tamales, if desired, to chili mixture and simmer 30 minutes. To * serve, spoon chili into individual' bowls, and sprinkle with additional, onion and cheese. Yield: 21/2 quarts.
