“Harry Byrd was the fairest chairman I had of a dozen or so. He was very conservative, but he ran an absolutely fair committee.”

“The operation of Congress needs attention,” he said. “But I don’t see that Clinton has the idea of how it should be done. He sees it as if he had been elected Governor of Arkansas on a larger scale, as though he was the elected governor of the United States. Sharing the balance of powers as a concept in the Constitution has been confused.”
