Francis "Buck” Payne of Sperryville said that the teachers work hard 180 days a year to instill values to the children and that "it takes one action like that (the alleged misconduct) to destroy that." "That's not what Rappahannock stands for . . . not what I stand for," he said.
Dr. Gangel recommended that the issue be handled "by working the administrative procedures-then, if that doesn't work, by bringing it to the board level." Though there were calls to make public the results of this issue, personnel matters in the school system are handled privately and there is no assurance that any conclusions will be disseminated.
