At Tuesday night’s school board meeting, Superintendent Dr. David Gangel proposed to reallocate retiring Assistant Superintendent Mary Ann Biggs' duties between two new director positions: one primarily responsible for personnel and the second for instruction. This administrative restructuring, Dr. Gangel said, would, for the first time, provide the school system with a staff member dedicated to recruiting and other personnel matters and one dedicated to curriculum development and other instructional issues. The cost for replacing one assistant superintendent with two directors "may not be a complete wash, but it should be close," he said. A review of the current year's budget indicates that the salaries for two step 7 directors, for example, would be in the $80,000 per year range, while the salary for one assistant superintendent with a similar level of experience would be in the mid to upper $50,000 range. Health insurance cost increases
Dr. Gangel also reported that, due to an extreme escalation in cost, the current TRIGON health insurance program will be replaced with another TRIGON product that is similar, but is a managed care plan. He noted that the single subscriber costs, paid for by the school system, have increased by some $76,000 over last year, but that $140,000 was allocated in the budget for health insurance increases leaving a balance of about $63,000. He also noted that the George Washington Carver Center, the only other member in the health insurance group, had expressed some willingness to subsidize Rappahannock insurance costs because of their high experience rating, and that they may contribute some $21,000.
