After offers from Rappahannock Bazaar board members to be responsive in the event that he was at all disturbed by noise at club events, Mr. Norman said “that the only person he was calling was the Sheriff.” The council approved the “adaptive reuse” through the year 2001, but noted that it would reconsider the permit if it receives complaints from neighbors.
During the hearing, Rappahannock Bazaar’s Executive Director, Jerry Ochs, provided background on the organization and on the teen club’s objectives, and he read the Bazaar’s draft mission statement: To provide Rappahannock County youth with the opportunity to develop, operate and enjoy "Then Space” under the guidance of the community’s adults, and to provide financial support though the operation of a retail bazaar.
The opportunity to use the Black Kettle restaurant came as a result of the purchase of that property by Sunnyside Farms, and by David and Maggie Cole’s permission for the organization to use the facility though this calendar year.
