“The petition is of interest, of course, but it has no legal status,” Mayor Eugene Leggett said. “You have to treat [petitions] as something of interest, but they're not a binding thing and they don’t require a response.
“This is strictly a negotiation between the town and the county,” he said.
‘A collegial approach*
There are two ways a town boundary line adjustment can be made: annexation or agreement.
An annexation would be an adversarial, controversial fight between town and county leaders. An agreement would be the result of .public hearings in which the Town Council and the County Board of Supervisors approve the change, and a judge signs off on the new boundary.
Leggett and County Administrator John McCarthy expect any town boundary changes to be made by agreement.
“We would want to proceed with a collegial approach,” the mayor said.
McCarthy said the town and county have never had an annexation fight. Small changes have been made to Washington’s borders in the past to make lots that straddle the town’s boundaries completely within the town.
