The letter explained that although Rappahannock County did have similar living costs as surrounding counties, it was not included in the COCA funds.
The letter noted that COCA is not based on the cost of living in a given area, rather by the cost of competing in a combined statistical area (CSA) which uses social and economic data to make the process “based upon objective and statistical data.”
Wakefield District representative Rosa Crocker wondered why the county didn’t fit into the state CSA and asked for more details on what it would take for Rappahannock County to be considered. Chappell said that he would look into further details for an upcoming meeting.
