Rappahannock's Water and Sewer Authority called a halt to progress on design work for Sperryville’s sewer system Monday night, reacting to a contingency added to the grant picture last week by the State Water Control Board.
Ranked fifth in priority on the state’s list for construction funds from the Environmental Protection Agency which are funneled through the SWCB, Sperryville was virtually assured of getting SI. 4 million to build the community’s sewer project in fiscal year 1983 or at the latest in FY 1984, according to SWCB personnel.
In addition, Ernie Simmons, head of the SWCB’s construction grant program, was extremely optimistic as late as last Monday on the chances of securing an addendum to the EPA grant to cover redesign costs of the innovative septic tank effluent pump (STEP) collection system and conventional package treatment plant.
It was with these assurances that the WSA members and engineer Hank Gerhart convinced the Rappahannock supervisors last Monday to loan the Authority up to $105,000 in front money for design costs so work could proceed in time to meet the SWCB’s
