As the result of conversations with EPA personnel in Philadelphia last Tuesday, Simmons now believes that chances are slim for getting additional money to pay for the redesign of the sewer system from that source, according to Wilson. He noted that EPA regulations have been changed and then changed again as regards payment of sewer system design costs. Jfe emphasized, however, that it is EPA’s policy to fund only the design work for a system which is actually constructed.
